How We Meet Campus Safety Notification Requirements

Each year, in compliance with federal law, Public Safety publishes a complete report on safety and security policies, along with the type of crime on campus.

In this report, you will find campus crime statistics for the last three years, as well as safety related policies. We also maintain a daily crime log that is available to the public for viewing.

Crime Awareness and Campus Security Act

This information is prepared in accordance with the Crime Awareness and Campus Security Act enacted by Congress in 1990. The act was amended in 1992, 1998, 2000, and 2008. In 1998, the law was renamed the Jeanne Clery Disclosure of Campus Security Policy and the Campus Crime Statistics Act.

The Clery Act, as it is commonly referred to, requires all institutions of higher education to give timely warnings of crimes that represent a threat to the safety of students or employees, and to make public their campus security policies.

It also requires that crime data is collected, reported, and disseminated to the campus community, and is also submitted to the U.S. Department of Higher Education. The act is intended to provide accurate, complete, and timely information about safety on campus so people may make informed decisions.

Campus Security Authority (CSA)

What is a Campus Security Authority (CSA)?
“Campus security authority” is a Clery Act-specific term defined by the U.S. Department of Education in “The Handbook for Campus Safety and Security Reporting” that encompasses four groups of individuals and organizations associated with an institution.

A campus police department or a campus security department of an institution. If your institution has a campus police or security department, all individuals who work for that department are campus security authorities. A security department can be as small as one person.
Any individual or individuals who have responsibility for campus security but who do not constitute a campus police department or a campus security department (e.g. individuals responsible for monitoring the entrance into institutional property, event security, or student escorts).
Any individual or organization specified in an institution’s statement of campus security policy as an individual or organization to which students and employees should report criminal offenses.
An official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline and campus judicial proceedings. An official is defined as any person who has the authority and the duty to take action or respond to particular issues on behalf of the institution.

What does a CSA do?
Campus Security Authorities are responsible for reporting allegations of Clery Act crimes that are reported to them in their capacity as a CSA. This means that a CSA must know and understand the reporting obligations required by the role. How do I report a crime?
If you would like to report to law enforcement, please call 911 (emergency) or the Kirkwood Office of Public Safety Services Dispatch at 319-398-7777 (non-emergency). If a crime reported to you could be an ongoing threat, it should be reported immediately to Public Safety for a potential campus-wide notification.
